Falcons wide receiver Darnell Mooney, who has a shoulder injury, did not practice Friday, was ruled out to play against the Panthers on Sunday.
He was listed as questionable and was declared inactive.
Defensive tackle Brandon Dorlus (abdomen) and linebacker JD Bertrand (eye) were also listed as questionable were declared inactive.
The Falcons (8-8) are set to host the Panthers (4-12) at 1 p.m. Sunday at Mercedes-Benz Stadium.
Mooney needed only eight yards receiving for the Falcons to have two thousand-yard receivers for the first time since 2012.
In addition to Mooney, Dorlus, and Bertrand, cornerback Kevin King, offensive guard Elijah Wilkinson and tackle Brandon Parker were declared inactive.
The Falcons promoted cornerback Lamar Jackson to the game-day roster from the practice squad on Saturday.
The Panthers inactives: cornerback Jaycee Horn, wide receiver Deven Thompkins, running back Velus Jones, free safety Lonnie Johnson Jr. and linebacker Josey Jewell, offensive guard Robert Hunt and quarterback Jack Plummer (third quarterback).
