The second of two men accused of kidnapping and raping a 12-year-old Brookhaven boy was arrested Monday, officials said.

Kelvin Armstrong, 38, of Atlanta, faces charges of aggravated sodomy, aggravated child molestation and first-degree cruelty to children, DeKalb County sheriff’s spokeswoman Cynthia Williams said.

“Mr. Armstrong’s arrest followed an intense investigation over the weekend that led the DeKalb Sheriff’s Fugitive Unit to locations in Atlanta,” she said.

Officials believe Armstrong and Kevin Walker, a 46-year-old HIV-positive man, raped and sodomized the boy over a period of several hours Jan. 30 at a Buford Highway apartment complex, Williams said.

Walker was arrested Friday.

Armstrong was taken to the Brookhaven Criminal Investigation Division and is expected to be booked into the DeKalb County jail.
