Major mixed-use development proposed for Vinings, Z-93, hits snag

The Cobb County Planning Commission voted unanimously Tuesday to recommend denial of an 18-acre mixed-use development off Cumberland Parkway in Vinings.

The parcel is already zoned to allow commercial and retail space, but Kaplan Morgan Vinings Development sought to rezone the property to allow apartments, office space, senior living, condos and a hotel, in addition to a grocery store and shops.

Nearly 90 people showed up to the planning meeting to register their opposition to the project, citing concerns over traffic and density.

Planning Commissioner Chairman Michael Terry said he approved of a mixed-use development for the location, but he said he could not support a plan that included 40 residential units per acre.

“There’s a real lack of community support for this … (but) that alone is not grounds for denial,” Terry said. “I think it’s an unreasonable amount of intensity.”

The developer has two weeks to amend the proposal before it goes before the Board of Commissioners for an up-or-down vote.
