Both houses of the Georgia Legislature convened at 10 a.m. Wednesday, then went into immediate recess until 1 p.m.

That move gives lawmakers time to get to the state Capitol for Gov. Nathan Deal’s State of the State address at 2 p.m. before a joint session of the House and state Senate.

Icy roads kept most lawmakers away in the morning, with just a handful of people in each chamber. A quorum is expected for the governor’s address.

Deal is expected to release his proposed budget for the state following his speech.
