A Gwinnett County landlord is charged with battery after what began as a dispute with a tenant turned into an hourslong SWAT standoff at a home in unincorporated Lawrenceville.

Allan Moore, 64, surrendered to police custody about 7:15 a.m. Sunday, Gwinnett County police said in a statement Sunday.

Officers were called to investigate a landlord-tenant dispute at a home in the 1600 block of Ivey Point Court about 8:30 p.m. Saturday, police said. When investigators arrived at the scene, they met with the tenant who had visible injuries, police said.

Officers tried to make contact with Moore, but he barricaded himself inside the home, officials said.

Officers learned that the landlord owned a firearm and had retired after 30 years with the New York Department of Corrections SWAT Team at Rikers Island, police said.

The Gwinnett SWAT Team was activated about 10 p.m. “given Mr. Moore’s background and mental condition,” officials said.

After hours of negotiations, Moore surrendered and was taken to the Gwinnett County Adult Detention Center, where he remains. In addition to battery, he is charged with obstruction of justice and terroristic threats.
