An Acworth man who repeatedly harassed his neighbor took extensive measures to continue his stalking, Cobb County police said.

For the past five years, Michael James Phelan had been harassing his female neighbor, but things came to a head April 20, according to an arrest warrant.

Phelan installed a pole-mounted surveillance camera just feet away from the victim’s home and aimed it at her kitchen and living room, police said. The move was a direct response to the woman installing a privacy fence.

Police said Phelan has contacted the victim multiple times, including one occasion when he said she “came home late last night.”

Phelan is out of the Cobb County jail on a $1,000 bond. He was charged with stalking.
