Police arrested a Gwinnett County man after a crash in downtown Atlanta left two out-of-state residents dead and two others injured.

Anthony Michel Philippe, 31, of Lawrenceville, faces two felony counts of first-degree vehicular homicide and one misdemeanor count of reckless driving in connection with the July 5 crash on Andrew Young International Boulevard, authorities said.

According to a police incident report obtained Tuesday by AJC.com, Philippe initially got into an argument with someone at a RaceTrac on Piedmont Avenue and hit two cars in the parking lot with his 2019 Range Rover. It was not clear if anyone was injured in the incident.

Philippe sped from the gas station and continued north on Piedmont Avenue, police said. According to the report, he blew through a light at Andrew Young International Boulevard and crashed into a 2017 Chevrolet Impala driven by Jonathan Wendell Parker of Amite, Louisiana.

Parker and one his passengers, identified in the report as Desiree Deloris James of Marion, Indiana, were pronounced dead at the scene.

Two other occupants, Tameika Parker and Priscilla Louise Doughty, were stable when they were taken to Grady Memorial Hospital, police said. Their current conditions were not provided Tuesday. Both women are from Amite, Louisiana, too.

Officers who responded to the crash site just before 1:15 a.m. said they found an open bottle of Hennessy in the rear floorboard of Philippe’s Range Rover, according to the report.

He was treated at Grady, released and booked into the Fulton County Jail, where he remains without bond, records show.
