The superintendent of Rockdale County Public Schools announced Thursday that he would be retiring Friday.
Terry Oatts has led the small school system east of DeKalb County since 2018. He will stay on as a consultant through the end of March “to ensure a smooth transition,” the district said in a news release.
Shirley Chesser, the district’s chief academic officer, was appointed acting superintendent.

Oatts’ contract extends through the 2026-27 school year. He tried in December to increase the severance pay allowed in his contract, but the board denied the request, the Rockdale Citizen and On Common Ground reported.
“This is not an easy decision after so many years in public education, but one that is best for my family and me,” Oatts, who has worked in education for more than three decades, said in a news release from the school district. “Being superintendent of Rockdale County Public Schools has been the most rewarding professional experience in my career and has been an immense honor.”
District officials cite Rockdale’s highest ever graduation rate, increased career pathway offerings, the implementation of new safety measures and a health care partnership among Oatts' major accomplishments in the role.
“We congratulate Dr. Oatts on his retirement and wish him the best,” Rockdale Board of Education Chairwoman Sandra Jackson-Lett said. “We appreciate all that he has done for the children and families of Rockdale County. We look forward to working with Shirley Chesser to move this school district forward.”
