Fulton County is standing in the way of a contract that would let Tax Commissioner Arthur Ferdinand collect taxes for the newly incorporated city of South Fulton.

And Bill Edwards, South Fulton’s mayor, is angry.

“I’m so mad, I don’t know what to do,” Edwards said.
