The Tanger Outlets Savannah complex is expected to open next month, and developer Ben Carter said this week he has a second phase in the works.

The outdoor mall in Pooler, near the junction of I-16 and I-95, is one of the largest retail complexes under way in the state. It will feature stores by Coach, J. Crew, Polo Ralph Lauren, Gap and Ann Taylor. The outlet center and expected development of surrounding parcels on the 176-acre site are likely to total nearly $200 million in total investment.

Carter said the 377,000-square-foot outdoor mall is almost fully leased, and talks are underway with retailers and an entertainment venue to fill a second phase. About 40 acres of surrounding parcels are slate for a possible hotel, restaurants and a community center, he said.

The first phase is expected to hold grand opening events starting April 16.

Carter, an Atlanta native, is also working on a mixed-use revitalization currently involving 37 buildings along Savannah’s historic Broughton Street.

The downtown Savannah project, called the Broughton Street Collection, will soon announce a completed lease with retailer H&M. Merchants have committed to filling nearly half its retail space.

Construction has started on the first 20 of 40 planned apartments, and Carter said he sees strong potential for planned loft office space.

“Not only do we have a lot going on right now, but the whole city has a lot of buzz right now,” Carter said.

Carter, developer of the Mall of Georgia, has renewed his career on Georgia's coast. He attempted the ambitious Streets of Buckhead development at Roswell and East Paces Ferry roads that was stalled by the recession. That project was restarted as Buckhead Atlanta and opened last year.
